On July 5, 2025, the First International Forum of University Rectors of Russia and Mongolia concluded in the Republic of Buryatia. The event was attended by rectors from 66 leading universities of the two countries.

The forum served as an important platform for strengthening humanitarian partnerships, developing academic exchanges, and implementing joint research projects.

The final event was a strategic session dedicated to summarizing the forum’s outcomes and developing practical recommendations for further cooperation in education, science, and culture.

Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of the Russian Federation, praised the forum’s results:
"The first forum of Russian and Mongolian university rectors has successfully concluded. Dozens of university leaders participated, and there was a highly engaged and substantive discussion. I am confident that concrete projects—both research and educational—will be implemented as a result of this forum, and new joint programs will be established. I believe we can make this forum a regular event—there are already plans to hold the next one in Mongolia."

All participants praised the excellent organization and the personal involvement of the Head of the Republic of Buryatia, Alexey Tsydenov, in the preparation and execution of the forum. According to him, this was the key to the successful holding of such a significant event, as it concerns deepening humanitarian cooperation between Russia and Mongolia.

The forum concluded with the adoption of a draft resolution, which includes key initiatives: the creation of the Russian-Mongolian Scientific and Educational Association (RMSEA), the expansion of programs supporting joint research, an increase in educational quotas for Mongolian citizens, the development of applied scientific projects, and the establishment of a rectors' forum as a permanent platform for dialogue.

The Rector of the Mongolian State University, Bayanjargal Ochirhuyag, shared his impressions of participating in the forum:
"We are very glad to have taken part in the Forum. Honestly, cooperation between Mongolian and Russian universities has not been very active lately. During the Forum, we discussed in detail ways to revitalize partnerships between higher education institutions in Mongolia and Russia. As a result, we identified specific areas for future collaboration: how to increase the number of students and strengthen cooperation in various fields. An important practical step was the signing of agreements with six Russian universities during the Forum. We are confident that the implementation of these documents will allow us to elevate our cooperation to a new, more active level in the near future."

It is also worth noting the signing of 26 agreements between Russian and Mongolian universities in the areas of academic mobility, joint educational programs, and scientific cooperation.

The finalization of the resolution will be coordinated by the rectors of Buryat State University, Aldar Damdinov, and the Mongolian State University of Science and Technology, Tumurpurev Namnan.
