Foreign citizens have the right to receive vocational education, higher education, and additional vocational education funded out of the federal budget, budgets of the RF entities, or local budgets, in accordance with the international agreements of the RF, federal laws, or the quota established by the RF government for the education of foreign citizens in the Russian Federation (hereinafter – the quota), as well as at the expense of individuals and legal entities in accordance with the concluded agreements on paid educational services provision.
The admission procedure for foreign citizens to receive education in the Russian Federation within the quota, as well as requirements for their admission, are determined by order No. 844 issued by the Russian Ministry of Education and Science of 28 July 2014 .
Admission of foreign citizens is carried out in two stages:
the first stage includes nomination of foreign citizens (hereinafter - candidates) in the territory of a foreign country for university admission;
the second stage is performed by the educational establishments that are ready to accept foreign citizens from the pool of candidates nominated at the first stage.
To participate in the second stage of the admission procedure candidates must have the following documents:
(a) a candidate application form containing the following information:
(b) a copy of the sheet with the results of the selection tests;
(c) copies of education and/or qualifications certificate obtained in a foreign country
(d) a document issued by a medical institution of the candidate's country of residence, (e) a document of the medical institution of the candidate's country of residence confirming the applicant's HIV- and AIDS-negative status;
(f) favourable results of a compulsory medical examination;
(g) a list of academic publications and/or a reference paper;
(h) duly certified Russian translations of the submitted documents specified in articles b-e of the Procedure contained herein.
In case the candidate's Russian language proficiency level is not sufficient for them to do the course in Russian, such a candidate shall be assigned by the Russian Ministry of Education and Science to the pre-university course department.
